The PEN International Translation and Linguistic Rights
Committee Annual Meeting Dialogues in Sápmi – Making indigenous languages and
literature visible will be held from 4th to 7th of June 2024, in Inari,
Sápmi, Finland. The meeting will
introduce the indigenous Sámi people, their languages and literature. We will
discuss the challenges and opportunities for freedom of expression in the context
of literature and indigenous languages. We will learn how the Sámi people
have revitalized their languages, and discuss the challenges in writing,
translating, and publishing in minority languages. Inari is in the
centre of the Sámi home region in Finland. Inari is a quadrilingual
municipality (Finnish, Northern Sámi, Inari Sámi, and Skolt Sámi). The
meeting venues will be the Sámi Cultural Centre Sajos and the Sámi Museum
Siida. Registration
starts at the end of February 2024. The registration
fee will be 200–250 €. Accommodation:
We have negotiated a special price for two hotels in Inari. Double room for
single use from 100–110 € per night, double room from 113–120 € per night.
Closest airport is in Ivalo, about 50 km from Inari. There is one daily
flight from Helsinki to Ivalo. Finnish PEN will arrange transportation from
Ivalo airport to Inari on Mon 3 June and Tues 4 June. From Inari to Ivalo
airport on Fri 7 June and Sat 8 June. Detailed instructions on registration,
reservations, visas and travel arrangements will be in the invitation letter. The registration

looking forward to meeting you in Inari!  The indigenous
Sámi people celebrate their National Day on 6 February. At the same time
the decade of indigenous languages is under way. The United Nations General
Assembly declared 2022–2032 the decade of indigenous languages to draw global
attention to the critical status of many indigenous languages and to mobilize
stakeholders and resources in the preservation, revitalization and promotion
of these languages. In total nine
Sámi languages are alive: Northern, Inari, Skolt, Lule, Southern, Kildin,
Ter, Ume and Pite. Only some tens of people speak Ume, Pite or Ter Sámi as
their mother tongue. The most recent language to disappear is Akkala Sámi –
the last known person to speak it as a mother tongue died in the early
2000’s. The vulnerable situation of the Sámi languages has been caused by
several factors, such as colonialism and the stigmas caused by that to the
Sámi. Focused work to
revitalize and maintain the Sámi languages has been done and the societal
circumstances related to preserving and developing languages have improved.

The Congress of PEN International this year takes place in
September in Chile 90th PEN International Congress:
Literature and Memory. The 90th PEN International Congress will
take place in Santiago, Chile, 23–28 September 2024. Chile's transformation into a symbol of
resilience after a tumultuous period will invite discourse on memory,
literature, and human rights. The Congress will delve into the influence of
literature in defending freedom of expression. Established in 1935, PEN Chile faced
challenges after the 1973 coup but regained its standing after a "Mea
Culpa" in 2016. President Cristina Wormull, elected in April 2023, has
led efforts to position PEN Chile prominently in the national cultural
landscape. Actively engaged in PEN International, the center plays a pivotal
role in standing committees, with Germán Rojas chairing the Writers for Peace
Committee since 2022. Registration for PEN Centres will open in May 2024. For

UNESCO names Strasbourg as World Book Capital for 2024 Following the evaluation of the World
Book Capital Advisory Committee, the Director-General of UNESCO, Audrey
Azoulay, has designated Strasbourg (France) as World Book Capital for 2024. TLRC of PEN International will
participate on a panel discussion on October 4, a Friday.

Dear friends, dear
members of the TLRC of PEN International, I am writing to you in relation to our
Committee meeting last June. First of all, I would like to thank you all and
congratulate you for the wonderful participation: more than 100 people
registered, 80 participants, over 40 PEN Centers represented, and more than
20 panelists for two days. I am convinced this shows the strength
and commitment we all have for PEN in general and for this Committee in
particular. Making Silenced Languages
Visible is more than just a motto for this year, it summarizes our work
in different fields: writing, translating, sharing our work, meeting,
planning, and discussing our future activities. For two days, starting with the brilliant
keynote address by Antonia Carcelén Estrada, we discussed Language Endangerment and Linguistic
Rights, we worked on the topic of Promoting
Linguistic Diversity Through a Video Marathon, we thought about Technology and Linguistic Diversity
and we studied several successful cases to make silenced languages visible.
We also remembered to Go Sherab Gyatso, Dom Phillips, Andrzej Poczobut, and
Said Idris ‘Abu Are’. I wish you all good and remember all our

Video Poem Marathon 2024 for Indigenous
and Silenced Languages |

Announcing the 4th Video-Poem Marathon in
Indigenous and Minoritised Languages The Translation and Linguistic Rights
Committee (TLRC) of PEN International is organising a new Video-Poem Marathon
in Indigenous and Minoritised Languages. Videos will be launched during a
whole month, starting on February 21st (International Mother Language Day)
until March 21st (World Poetry Day). For the last three years, the TLRC has
gathered more than 110 poems from every continent. We believe it to be an
essential way to make visible linguistic communities and works of literature
that are too often neglected. Our
proposal to participants:
PEN centers and other literary and linguistic associations that might be
interested is to film a short poem (max.
two minutes) read by the author in the
original indigenous language, without translation. Together with the
video file, we will also ask for a written
version of the poem in the original language (and a transcription into Latin
script for languages using other alphabets) with a translation in at
least one of the official languages of PEN International (English, French, or
Spanish; much better if it is in all of the 3 languages, of course), so that
we can subtitle the video. The video can be filmed with a cellphone or a webcam horizontally (landscape mode, please, no
portrait/vertical filming!), but please check the sound is good: we want to
hear the sound of your language! Summarising, we are asking for: - A poem read/recited by its author in the
original language - Recorded horizontally (panoramic mode). - Duration: no more than 2 minutes (small is
beautiful!!!) - No edition or post-production: Just the
poet reciting the poem. - A text file with the original version and
the translation(s) (in as many languages as you want), preferably in two
columns facing each other. - If the original language is written in a
different alphabet, we would appreciate having the text in the Latin alphabet
as well (3 columns in this case) - In the same text file, please include a
couple of lines about the author and the language. What if our Centre works in a
non-minoritised language (English, Spanish, German, Arabic, Mandarin,
Japanese, Swedish, Italian…)? This project is focused on those languages that
usually do not have a state behind them to support them and are, therefore, spoken/written
by Indigenous communities, often under the pressure of larger and more
powerful state languages. We think it is important to reserve this space for
all these writers. However, this does not mean that other Centers cannot
participate. There are -at least- two ways to get involved: - Is there any Indigenous community or any
minoritised language in your country? This could be an excellent opportunity
for your centre to approach them, invite them to participate here, and, why
not, start a new relationship with that community. It could be the beginning
of a new branch for your own Centre, too! - While poets submit their video poems with
a written translation in at least one official PEN language, we aim to make
them visible and to build new bridges. Why not translate (some of) those
poems into your language? We can include the subtitles in your language, too,
or you can have your collection of Indigenous poems translated into your
language. Those willing to participate, please send us an email to pen.tlrc@gmail.com . Please remember that we aim to make poets,
literature, and languages visible, so we just request one poem/poet per

AFTER THE 3rd EDITION OF THE VIDEO POEM
MARATHON IN INDIGENOUS LANGUAGES The
3rd edition of the Video Poem Marathon 2023 in Indigenous and
Minoritized Languages has been a huge success. We have published 70 videos
between February 21 and March 21, 2023.
These are just some of the figures of this 3rd edition: -
70 languages, 2/3 of them participating for the first time at the Video Poem
Marathon. The
participation from Africa has been simply extraordinary, showing the
importance of all these languages even when the former colonial languages
continue to be official in their countries. Remarkable as well the number of
Maya poets from Guatemala, the brave poets writing in harsh conditions in
Hazaragi, Crimean Tatar, Kurdish or Circassian, and the courageous poets from
Myanmar, Ukraine or Belarus. After
3 years, we have gathered poems in more
than 110 languages. Indigenous languages, minoritized languages, small
languages… more than 110 tongues that are too often neglected. That is why we
want to MAKE SILENCED LANGUAGES VISIBLE. The PEN-TLRC YouTube channels had 55 people
subscribed in early February. Now we have almost 150 subscribers. Important
increase in Twitter, too. The Facebook TLRC Group has 375 members. You
are more than welcome to join any of these channels, of course. More
importantly, every poet is really happy about their participation in the
Marathon, and so are everyone else involved from their linguistic community. Altogether
there have been 3,700 views since we published the first videos on February
21. We know though, that among so many
languages, poets and fantastic videos, some of them do not always get the
attention they deserve. Therefore, we want to stress that, even if the
Marathon 2023 is finished, the video-poems are there, online, for everyone to
watch, enjoy, share and even use them
in their own languages. We encourage you to stop for a moment in our
YouTube channel, to start watching a couple of poems, from the continent
and language you prefer. We are convinced you will love them, and we would appreciate if you could spread
the word in your own PEN Centre and literary and cultural colleagues, if
you could share the videos you like most by phone and, why not, if you really
love some of these voices, we are sure they will love to know that their poem
has been translated into your own language. Thank

share, and perhaps, since we all have it, we sometimes take it for granted.
During my years as a researcher I have spoken with many people who
themselves, their parents, or grandparents have lost their language. A
language loss is often experienced as a trauma and simultaneously as a loss
of one’s culture, identity, and roots. A language is but one attribute of a
person’s individual identity and group identity. This attribute very often
coincides with other attributes – traditions, heritage, clothing, food and
more. When a language disappears, due to colonisation or other types of power
manifestations, many other of the groups’ attributes disappear. A song celebrating the Greenlandic

Denmark – Greenland – Faroe Islands From now on it gets easier for movies in Greenlandic
and Faroese languages to obtain official production support. In the new
agreement 2024-2027 it has been decided, that movies produced in the Danish
Realm in Greenlandic and Faroese languages must be treated on equal terms as
for movies in the Danish language. Also it has been decided that members of the Danish
Parliament may speak in Greenlandic and Faroese languages also, and that
funding for interpreting /translation to and from Danish has been allocated. |

Kurdish Literature prepared by Seyfettin Araç. For a last couple
of years, the Balkan Literary Herald, first electronic Magazine for
literature in Europe, has published Anthologies of contemporary literature by
Serbo-Croatian (Serbian, Croatian, Bosnian, Montenegrin - Editor D. Gojkov),
Armãn (Editor Lila Cona), Bulgarian (Editor Petar Tchouhov), Turkish (Editors
Mesut Şenol and Emel Koşar), Macedonian (Editor Marlena Petruševa), Albanian
(Editor Ben Andoni) and Greek writers (Editors Petros Golitsis and Dušan
Gojkov). After the

Naciones Unidas declaró el período 2022-2032 como la década de las lenguas

El Congreso de PEN Internacional será en Chile en
septiembre 90º Congreso de PEN Internacional:
Literatura y Memoria. El 90.º Congreso
Internacional de PEN se llevará a cabo en Santiago, Chile, del 23 al 28 de
septiembre de 2024. La transformación de
Chile en un símbolo de resiliencia, después de un período tumultuoso,
invitará al debate sobre la memoria, la literatura y los derechos humanos. El
Congreso profundizará en la influencia de la literatura en la defensa de la
libertad de expresión. Fundado en 1935, PEN
Chile enfrentó desafíos después del golpe de 1973, pero recuperó su posición
después de un "Mea Culpa" en 2016. La
presidenta Cristina Wormull, elegida en abril de 2023, ha liderado los
esfuerzos para posicionar a PEN Chile en un lugar destacado en el panorama
cultural nacional. El centro, que participa activamente en PEN Internacional,
desempeña un papel fundamental en los comités permanentes, y Germán Rojas
preside el Comité de Escritores por la Paz desde 2022. La inscripción para los Centros PEN se abrirá en

La UNESCO nombra a Estrasburgo Capital Mundial del Libro
para 2024 Tras la evaluación del Comité Asesor de
la Capital Mundial del Libro, la Directora General de la UNESCO, Audrey
Azoulay, ha designado Estrasburgo (Francia) como Capital Mundial del Libro
para 2024. El TLRC de PEN
International participará en un panel de discusión el viernes 4 de octubre.

Maratón de videopoemas en lenguas indígenas y silenciadas |

Queridas amiga y amigos, y miembros del TLRC de PEN Internacional, Les escribo en relación con nuestra reunión del Comité en junio
pasado. Antes que nada, quisiera agradecerles y felicitarles por la
maravillosa participación: más de 100 personas registradas, 80 participantes,
más de 40 Centros PEN representados y más de 20 panelistas durante dos días. Estoy convencido de que esto demuestra la fuerza y el compromiso
que tenemos con PEN en general y con este Comité en particular. Visibilizas
las lenguas silenciadas es más que un simple lema para este año. Resume
nuestro trabajo en diferentes ámbitos: escribir, traducir, compartir nuestro
trabajo, reunirnos, planificar y discutir nuestras actividades futuras. Durante dos días, a partir de la brillante conferencia magistral
de Antonia Carcelén Estrada, discutimos sobre Peligro de la Lengua y Derechos
Lingüísticos, trabajamos el tema de Promoción de la Diversidad Lingüística a
través de una Videomaratón, pensamos en Tecnología y Diversidad Lingüística y
estudiamos varios casos de éxito. hacer visibles las lenguas silenciadas.
También recordamos a Go Sherab Gyatso, Dom Phillips, Andrzej Poczobut y Said

Convocamos
la 4ª Maratón de Videopoemas en Lenguas Indígenas y Minorizadas El Comité de Traducción y Derechos
Lingüísticos (TLRC) de PEN Internacional organiza una nueva Maratón de
Video-Poemas en Lenguas Indígenas y Minorizadas. Los vídeos se lanzarán durante todo un mes,
desde el 21 de febrero (Día Internacional de la Lengua Materna) hasta el 21
de marzo (Día Mundial de la Poesía). Durante los últimos
tres años, el TLRC ha reunido más de 110 poemas de todos los continentes.
Creemos que es una forma esencial de hacer visibles comunidades lingüísticas
y obras literarias que con demasiada frecuencia se descuidan. Nuestra propuesta a participantes: centros PEN y otras
asociaciones literarias y lingüísticas que puedan estar interesadas es filmar
un poema corto (máximo dos minutos) leído por el/la autor/a en lengua
indígena original, sin traducción. Junto con el archivo de vídeo, también
necesitaremos una versión escrita del poema en el idioma original (y una
transcripción al alfabeto latino para lenguas que utilicen otros alfabetos)
con una traducción en al menos uno de los idiomas oficiales de PEN
Internacional (inglés, francés o español; mejor, evidentemente, si es en los
3 idiomas), para que podamos subtitular el vídeo. El vídeo se puede grabar con un teléfono celular o una cámara web
en horizontal (modo horizontal, por favor, ¡no filmar en vertical!), pero
rogamos que se revise que el sonido sea bueno: ¡queremos escuchar el sonido
de vuestras lenguas! Resumiendo, solicitamos lo siguiente: - Un poema leído/recitado por su autor en el idioma original. - Grabado horizontalmente (modo panorámico). - Duración: no más de 2 minutos (¡lo pequeño es bonito!) - Sin edición ni postproducción: sólo el/la
poeta recitando el poema. - Un archivo de texto con la versión original y la(s)
traducción(es) (en tantos idiomas como se quieran), preferiblemente en dos
columnas frente a frente. - Si el idioma original está escrito en un alfabeto diferente,
agradeceríamos tener el texto también en alfabeto latino (3 columnas en este
caso) - En el mismo archivo de texto, incluya un par de líneas sobre el
autor y el idioma. ¿Qué pasa si nuestro centro trabaja en un lengua no minorizada
(inglés, español, alemán, árabe, mandarín, japonés, sueco, italiano…)? Este
proyecto se centra en aquellas lenguas que normalmente no cuentan con un
Estado que las respalde y, por lo tanto, son habladas/escritas por
comunidades indígenas, a menudo bajo la presión de lenguas estatales más
grandes y poderosas. Creemos que es importante reservar este espacio para
estos/as escritores/as. Sin embargo, esto no significa que otros centros no
puedan participar. Hay -al menos- dos maneras de involucrarse: - ¿Existe alguna comunidad indígena o
alguna lengua minorizada en su país? Ésta podría ser una excelente
oportunidad para que su centro se acerque a ellos/as, los invite a participar
aquí y, por qué no, iniciar una nueva relación con esa comunidad. ¡También
podría ser el comienzo de una nueva sucursal para su propio centro! - Si bien los poetas envían sus
videopoemas con una traducción escrita en al menos un idioma oficial de PEN,
nuestro objetivo es hacer estos poemas visibles y construir nuevos puentes.
¿Por qué no traducir (algunos de) esos poemas a su idioma? Podemos incluir
los subtítulos en su idioma también, o puede tener su colección de poemas
indígenas traducidos a su idioma. Aquellos/as que estén dispuestos a

Recuerde que nuestro objetivo es hacer visibles a los poetas, la literatura y

TRAS LA 3ª EDICIÓN DEL
MARATÓN DE VIDEOPOEMAS EN LENGUAS INDÍGENAS La 3ª edición del Video Poema Maratón 2023 en
Lenguas Indígenas y Minorizadas ha sido un gran éxito. Hemos publicado 70
vídeos entre el 21 de febrero y el 21 de marzo de 2023. Estas son sólo algunas de las cifras de esta 3ª edición: -
70 lenguas, 2/3 de ellas participando por primera vez en el maratón. La participación de África ha sido sencillamente extraordinaria,
mostrando la importancia de todas estas lenguas incluso cuando las antiguas
lenguas coloniales siguen siendo oficiales en sus países. Es notable también
el número de poetas mayas de Guatemala, los/as valientes poetas que escriben
en duras condiciones en hazaragi, en tártaro de Crimea, kurdo o circasiano,o
en Myanmar, Ucrania o Bielorrusia. Tras
3 años, hemos reunido poemas en más de 110
lenguas. Lenguas indígenas, minorizadas, pequeñas… Más de 110 idiomas que
con demasiada frecuencia se silencian. Por ello queremos VISIBILIZAR LAS
LENGUAS SILENCIADAS. El
canal de PEN-TLRC YouTube tenía suscritas 55
personas a comienzos de febrero de 2023, ahora ya somos más de 150.
Importante aumento también en Twitter . El grupo de Facebook TLRC Group tiene 375 miembros.
Están evidentemente bienvenidos/as a unirse a todos estos canales. Más importante aún, todos los poetas
están muy contentos/as con su participación en el Maratón, al igual que
los/as demás participantes de su comunidad lingüística. En total han sido 3.700 visualizaciones
desde que publicamos los primeros vídeos el 21 de febrero. Pero sabemos que
entre tantos idiomas, poetas y vídeos fantásticos, algunos de ellos no
siempre reciben la atención que merecen. Por eso, queremos enfatizar que,
incluso si el Maratón 2023 está terminado, los video-poemas están ahí, en
línea, para que todos puedan verlos,
disfrutarlos, compartirlos e incluso
usarlos en sus propios idiomas. Les
animamos a que se detengan un momento en nuestro canal de YouTube, para
empezar a ver un par de poemas, del continente y del idioma que
prefieran. Estamos convencidos de que les encantarán, y les agradeceríamos que pudieran difundirlo
en su propio Centro PEN y a tus compañeros literarios y culturales, que
pudieras compartir por teléfono los vídeos que más te gusten y, por qué no,
si realmente te gustan algunos. De estas voces, estamos seguros que les

Sapir El lenguaje es algo
que todos los humanos compartimos y tal vez, como todos lo tenemos, a veces
lo damos por sentado. Durante mis años como investigador he hablado con
muchas personas que ellos mismos, sus padres o abuelos han perdido su lengua.
La pérdida de una lengua a menudo se vive como un trauma y simultáneamente
como una pérdida de la propia cultura, identidad y raíces. Una lengua no es
más que un atributo de la identidad individual y de la identidad grupal de
una persona. Este atributo muy a menudo coincide con otros atributos:
tradiciones, herencia, vestimenta, comida y más. Cuando una lengua
desaparece, por colonización u otro tipo de manifestaciones de poder, muchos
otros atributos de los grupos desaparecen. Una canción que
celebra la lengua groenlandesa, las lenguas indígenas y minoritarias y las
lenguas en general.
